Since 2013, TCR has provided technical assistance to 50+ CA state agencies in measuring, reporting, and managing their GHGs, as required under Executive Order B-18-12 by Governor Jerry Brown.

Massachusetts Department of Environmental Protection

Mandatory GHG Reporting Program

From 2011 to 2016, TCR provided an online GHG MRV tool, training, help desk support, QA/QC of reported data, and data analysis to all entities mandated to report their GHG emissions in compliance with the Massachusetts Global Warming Solutions Act.

Climate Registry Information System (CRIS)

TCR developed proprietary software for calculating and disclosing GHGs. CRIS is an easy-to-use, cloud-based system for measuring, reporting, and verifying carbon footprints. It includes flexible modules for calculation, reporting, and verification that can be customized to support a wide range of programs.

TCR customized CRIS to support the Water-Energy Nexus Registry program, including functionality to aggregate emissions data, report water and wastewater volumes, and generate metrics for GHG emissions per acre-foot of water and wastewater deliveries.

Transformative Climate Communities (TCC)

TCR provided technical assistance to the Green Together: Northeast San Fernando Valley TCC awardee, including a compliance roadmap, project management tool, and communications plan for the Pacoima and Sun Valley communities.

U.S. Department of Energy (DOE)

National Energy Efficiency Registry (NEER) Roadmap

TCR worked with Tennessee, Georgia, Michigan, Minnesota, Oregon, Pennsylvania, and NASEO on a two-year, state-driven stakeholder process funded by U.S. DOE to develop the NEER’s Principles and Operating Rules.

Water Research Foundation & Princeton University

Greenhouse Gas Emissions Library for Unit Processes by Water Utilities and Decentralized Systems

TCR is collaborating with Princeton University to develop an online library collecting GHG emissions estimates, facility operating data for methane/nitrous oxide/CO₂, and energy consumption for specific equipment at water utility facilities.

World Resources Institute (WRI)

Climate Implementation Tracker

TCR designed an Excel-based tool for reporting and tracking climate action targets, policy actions, and contextual information related to NDC implementation, delivered under WRI’s TASCA initiative with PATPA.

Greenhouse Gas Data Management: Building Systems for Corporate/Facility-Level Reporting Guidance Report

TCR authored this report to provide specific guidance to policy makers and software developers on designing and developing GHG data management systems that support industry reporting programs.

TCR designed and developed the Cool Planet Awards to recognize and incentivize businesses that incorporate sustainability into their long-term plans and demonstrate a commitment to reducing their carbon footprint.

In partnership with the Center for Climate and Energy Solutions and Association of Climate Change Officers, TCR developed and administered the Climate Leadership Awards on behalf of the U.S. EPA from 2012–2017.

Climate Registered

TCR designed and developed the Climate Registered program to recognize and incentivize high-quality GHG reporting and meaningful GHG reductions. Launched with endorsement from Governor Schwarzenegger, Premier Gordon Campbell, NRDC, and Sierra Club at the UN climate conference in Copenhagen.
