United Nations Climate Change Conference of the Parties (COP30)
November 10, 2025 – November 21, 2025
The Climate Registry lead a delegation of diverse leaders from U.S. states, local jurisdictions and the private sector to COP30. As host of the U.S. States’ Action on Climate (USA Climate) Pavilion, we presented events and activities that supported and highlighted the importance of subnational climate policy, ambition, and the innovative power of public-power partnerships in North America.

In 2024, California adopted landmark carbon disclosure legislation (SB219, amending SB253 and SB261 adopted in 2023) requiring companies with >$1 billion in revenue that do business in California to annually report their GHG emissions and companies with >$500m in revenue to report climate risks every other year. In this session, California legislators share California’s steps to turn this groundbreaking law into action. Low- and middle-income countries are crucial markets for U.S. farmers and now account for two-thirds of U.S. agricultural export destinations. However, smallholder farmers, who make up the bulk of the agriculture in these countries, are struggling to adapt to climate-related challenges. They lack the necessary innovation and tools, resulting in lost productivity and income, which ultimately slows economic development and long-term market potential.
The U.S. has long been a world leader in the agriculture sector, due to early, significant investments in agricultural research and innovation that have historically catalyzed global advances in crop production, efficiency, and trade, and helped farmers adapt to extreme weather and disease shocks. However, public investments in international and domestic agricultural research have stagnated in recent years. Today, a multitude of challenges – including pest and disease outbreaks such as New World screwworm and avian influenza, volatile weather, increasing export competition, and higher input costs – are now jeopardizing both American farmers’ livelihoods and global food and nutrition security.
Speakers will discuss investments in agricultural innovation as a powerful engine of economic growth and how these investments can help expand and diversify trade opportunities for U.S. producers. We will also discuss the critical role of innovation in helping farmers adapt to climate-related challenges and reduce sector emissions. Finally, the panel will provide examples of investments that aim to create new market opportunities and income streams for U.S. farmers by extending beyond traditional food and feed markets into renewable materials, fuels, and other biobased products that strengthen rural economies while supporting global climate and sustainability goals.

Advanced Geothermal Energy Systems (AGES) have the potential to provide a very low greenhouse gas (GHG) baseload energy resource almost indefinitely. AGES, including Enhanced Geothermal Systems (EGS) and Closed-Loop Geothermal Systems (CLGS), are generating enthusiasm for their potential to revolutionize clean energy. These systems aim to overcome the geographic limitations of conventional geothermal, which relies on naturally occurring reservoirs near the Earth’s surface of heat, fluid, and permeable rock.
AGES are a perfect complement to solar and wind resources and may be the replacement for natural gas as utilities search for baseload power driven by data center development. As these systems are developed, the wrongs of the past must not be repeated. Potentially impacted communities must be robustly engaged in decision making early in the process to ensure local benefits and environmental protection.
